Scope-based. You know the number before work starts. Hourly billing rewards slow work, and it makes it impossible for a firm to plan around the investment.

A Sprint is a focused engagement for one defined operational problem — a broken intake flow, a missing report, a stalled hand-off. A Project is a full implementation: system architecture, workflow design, platform configuration, training, and launch.
